For the "team america " movie they decided to prank the movie censors, so after they made the movie they wanted, they added one 1/2 hr long obscene puppet love scene. It was never intended to be in the movie, they knew the movie censors would be forced to watch and obviously cut it out making anything else they did seem tame.

Humor aside, it's sad that the US' political system has become so dysfunctional. Perhaps at no time in the past few decades has the US been more in need of effective leadership and yet ... satire is what captures the situation the best.
