Other option is a pet.

Though not in the description, Orion has a chance to stun, maybe a little higher than 50%.

my mage orion is lvl 29 and i never seen orion doing stun. is it arcane ability or passive for stun?

I am not 100% sure about charging autoattack on a bow - considering that the Bonechill bow had a 'PROC' to stun upon charged normal attacks it seems like a strange redundant effect to put in place. Although I'm not positive I believe that only daggers stun on charged autoattack and I use that often in elites.

Normal attacks : Any charged normal attack on your Rogue character will have a chance to stun an opponent.

Abilities : Unlike other classes, there are no stun attacks from regular skills like 'aimed shot etc'

Pets : While there are several pets that stun, I can't recommend a lot of them for pvp, here you have pet passives that stun and pet abilities that stun

Pet Passive stuns / panic : Colton, Flap Jack, Talon, Hammerjaw, Samael, Valkin
Pet Ability stuns / panic : Flap Jack, Samael, Slag, Clyde, Granite, Orion, George
