My shattering scream does damage...
I thought it was a damage debuff and armor pen.
Is it supposed to do that?

Are you sure? It does not say it does damage in the destription.

I think it's the descriptions that are bugged and it makes it hard to talk about the two without being all confused. LOL.

the description sometimes doesn't fully describe what a skill does.
