Some of the cheaper levels include-

L56 Bear- Glyph BT Mace Set- 350k

L51 Bird- RS/SK Set- 300k

L40 Bear/Pally- L40 Plat Pack- 35 Platinum

L30 Any Character- Brainfreeze/Shivering/Iceberg- 50k MAX

L22 Fox- L20 Plat Pack- 35 Platinum

L20 Rhino- L20 Plat Pack- 30 Platinum

These are just a few levels, there are definitely more cheap levels out there, but I've semi-covered it. If you'd want a successful low level twink, and willing to use plat, I'd suggest a L20 Rhino. It's about 40 platinum total (Plat Pack and Ring) plus obvious vanities, and they're very good at low level.
