I've noticed that some people have glyph set, but no sparks come out, how does that happen?

there are two glyph sets for each spec
one gives a set bonus (sparkle/flames)
the other does not

for intelligence
"charmin'" gives the bonus
"nuri's" does not

for strength
"strongman's" gives the bonus
"of the big top" does not

for dexterity
"of obedience" gives the bonus
"of mimicry" does not

All Demonic Glyph sets give a bonus as well
