lol if you still love this game and you have learn your lessons, why not, it will be really hard to start all over again but it will give you time to think the precious hours you have gave into this game and avoid the same mistake again.

I would! If there is a spawner, you got multiple accounts to enter the CTF and kill 'em if they boot! *Cough, cough, A _ _ _ _ _ _ _ _ _ *
Also, a higher chance to loot a 3X elixir and more respect from others. "Oh look, this person has 4 lvl 76 characters. Hm.....Must be pro!"

They only do that if the answer is obvious. That being if you broke and disrespected Spacetime and the rules they set on their game. When you're banned, you're banned, but if you don't know why (in all honesty) they will tell you why or fix it, but this usually only happens in device bans. Account bans are usually spot on in terms of "the blame game".
