I have a problem about the Halloween Event

Ok so my problem is on my char named "Strexetta" i completed all the quests and killed Jack Hellows and didn't get "Jacks Bag" after killing him 2 times and i completed all 3 quests and didn't get a quest from El Muerto after completing all 3 quests.I tried on my other char and i Killed Jack Hellows and he dropped Jacks Bag and completed all 3 quests and El Muerto gave me a quest to visit the Walters grave.Please fix Sts

Yes i know but thats not the problem the problem is that my account doesn't get that quest after completing 3 quests and also when i kill Jack Hellows doen't drop "Jacks Bag" thats my problem.
