Why high lvl of this set is legendary, but low lvl one is epic?

I think because pple make a lot twinks for the daily quests, if the low lvl items also would be god, people would get rich easy

Yes! This would be my assumption as well. I haven't legendary gear under 35 either. They are good gears for their level. But won't affect the price or demand for current elite legendaries. Its a shame there weren't matching weapons for the complete set. But there's always next year :).
They also made one of the quests relatively time consuming so people wouldn't farm the event for all its worth. But challenge accepted ;)
