I just noticed that when putting on the Halloween costumes there is a buff of weakness shown on you. Now the buff weakness is reduce damage and hit chance to the enemy/opponent. Now is the buff is on me or towards the enemy/opponent when I fight them?

No. We tested this last year and it does not affect yours nor the enemies stats (at least in PVP). I think its just a symbol that shows that you are infact wearing a costume when in a party.
