Yes, you can get arcane weapons in crates if you open at low levels, but arcanes will be at their respective level (ie. Hooks are always 26, Maul is 31, Staff is 36, Eggs are level 1)

You can still get the mythics and arcanes on a level 1 though sorc...not just the eggs...you can get the weapons armors helms rings and pendants as well.

YOUR LEVEL means the legendary ones, not the mythic/arcane. If it is, what do you think the 0.5% for all mythic and arcane is from?

Could you dev please verify this? I don't want to waste plat on a low lvl not knowing I can't get arcane weapons from it

All I can say is....most people with alts or twinks open crates on those because legendaries from crates at cap aren't worth anything and at least on a low level there's still a chance to get rich in one shot crom mythics and arcanes and you're more than likely gonna make back what you spent on the crates (minus plat to open of course) by selling the lower level legendaries. Plenty of people were opening at 15 and getting the hooks or arcane staff etc etc.

Mythics and Arcane items can come from a Grand Watch Crate at any level.

Yes, Lalarie is correct in that Mythic Helms and the Arcane Hooks are only lvl 26 items. If you are lucky to get these when you open a Locked Grand Crate of the Watch or Elite Gold Pirate Chest, it doesn't matter the level of the person opening them - you'll get a level 26 item. For example, if your level 16 opens a Locked Crate and gets very lucky, they may find a Mythic Helm (lvl 26) or very very lucky and get the Hook (lvl 26).

Even though the above post summed it up, i can back up that answer. you can get them at any lvl because i got a few mythics on my lvl 1. Heuheu lvl 1 arcane items would be funny.
