I think in the token shop in the tavern, where you could already buy all stuff with tokens. It will probably be a box you can open.

After your purchase, then go to the Chest section of your Inventory. You'll find a Chest named "25 Inventory Slots" When you open that chest, you will get the inventory slots.

This chest is stashable, so if you want to do bard dailies on a different character, save up and buy the chest and then stash it, you can open it on one of your other characters.
