At what level, at the opening of locked ches,I can get mythic and arcane armor/weapon/ring/necklace?

Incorrect. Only at levels where those items are available. Like 26, 31, and 36 for mythics

No, I know someone who keeps getting mythics who was only level 22. So I'd say any level.

Mythics and Arcane items can come from a Grand Watch Crate at any level.

Yes, Lalarie is correct in that Mythic Helms and the Arcane Hooks are only lvl 26 items. If you are lucky to get these when you open a Locked Grand Crate of the Watch or Elite Gold Pirate Chest, it doesn't matter the level of the person opening them - you'll get a level 26 item. For example, if your level 16 opens a Locked Crate and gets very lucky, they may find a Mythic Helm (lvl 26) or very very lucky and get the Hook (lvl 26).
