what does ice crystals around enemies when fighting mean?

I noticed when i use my lvl 35 pain scythes of dispatching sometimes when i"m fighting enemies in pve ice crystal looking stuff forms all over the enemies except the head. Can anyone tell me what that is? If it helps the attacks i use are unholy force, hellblade, unholy blessing, and fire aura. Thanks ahead of time for ur answers.

I'm pretty sure it is either a root or snare effect.. I had it once at a low Lvl too

certain weapons have different effects such as stun ice and fire....cutters swords can make your enemies burn.....nice....
