We run Double XP from time to time in all of the Legends Games. They are not an indication of a level cap raise, but instead a fun event that in general most players enjoy.

Ah well, had to try haha. Although it's a fact that before each and every cap raise delivered, there was a double exp event to urge the non capped players to catch up.
