Does STS allow user to separate character from one account?

I think you mean, if they can help you separate an account off your email. There's no way to do this yourself in the game.
The answer is, nope. Many have tried in the past, requesting separation or making facebook/gmail to email based accounts with no luck.
There would be a slight chance if this was anyhow related with a bug/problem/other issue with account. If not, well, any action taken is not likely.
