A lot of people play PvP in range lv 29 - 33 ?

as title say. I mean not a twinks, but like people who play AL till cap lv.

Yep. And I doubt that will ever be a popular pvp range because of its cost. No one going to want to twink at lvl 31 if they can't buy full mythic or close to it, And we all know many players are twinks because they can't afford endgame gear for pvp. The cost of max gear for lvl 31 pvp is very close to endgame pvp.
