And the portals on low levels are rarer then krunch 2.0 me and my friend started hunting since 9pm ec time and gave up at midnight!

Breezaga drops.
Portals are supposed to be rare.
If you encounter an actual bug, please post it!

OK then where does he drop who drops him?
From winter chests I believe. And I was able to get a portal on my first attempt on my level 10. Couldn't kill the boss though

He drops from Golden Chest and the Imbued Golden Chest strictly from the Winter Event only.

i havent opened any frozen chests yet but what do they drop? vanities?

Regular frozen chests from the daily doesn't drop great items...
Only frozen gold, or imbued frozen gold chest that drop drop winter bosses through portals
