Seems like a different issue. That has to do with <l10 getting into rift. In this case, a rift spawned in Brackenridge area, which shouldn't happen.

Maybe they meant just the Brackenridge map and not the whole area

Oh I wasn't aware of this. Was it stated in the patch notes that certain areas don't spawn rifts?
