Can I still get the arcane items everyone looking for even on a lvl 16. Like maul and hooks. Or do I have to be 31+

You can get arcane and mythic items on every lvl.

Yep, ora is right you could still get the mythics and arcanes from any lvl but only the pinks and others are scaled.
