I thought I'd post a walkthrough for those unfamiliar with the winterfest content. There are a few things to know that aren't obvious, so hopefully some will find this useful.
Winterfest has two maps to play and three vanities to acquire for completing quests. Here is a list of steps to get all three quest vanities.
Go to Forest Haven and talk to the town crier. This gives you the quest to find Dash R.
Walk just a bit down the road in Forest Haven and talk to Dash R. This gives you the 2013 reindeer antlers vanity helm.
Talk to Dash R. again to learn about access to Winter Village and Toy Factory areas. You must pay 2 plat to get access to these areas.
Enter Winter Village either by joining an existing game or hosting your own.
Immediately get the quest "Rescue 907" from the elf on the ground.
Wander the village finding the 10 elves to rescue. You can also clear the mobs, including the boss The Killjoy for a chance at rare drops.
Return to Dash R. to turn in quest and receive Chillwind Wings vanity armor.
Speak to Dash R. again to go to the Toy Factory area. Your access purchase should still be active, so you won't have to pay to get in.
Immediately get the quest "Broken Toys" from Rudy the elf.
Fight your way to the boss The Toy Man. Defeat him and speak to Father Frost to complete quest.
Return to Dash R. to go to Father Frost's Chamber.
Talk to Father Frost to receive Holiday Wreath vanity helm.
Other things to know
It is important that you get the "Rescue 907" quest before you talk to any of the captured elves. If you talk to them without the quest, you don't get credit for the rescue and cannot complete the quest. If this happens to you, talk to the elf who gives the quest and choose the "reset quest" option to start over.
If you want to farm for dropped items, the most efficient way to do so is to buy access then farm Winter Village. Killing The Killjoy does not remove your access elixir, so you can continue to run this map as many times as you want for the 4 hour access period. I prefer to run Winter Village until my elixir is nearly out, then use the last bit of it taking down The Toy Man in Toy Factory to get my one shot at his drops. Note that you only need enough of the access elixir left to enter the Toy Factory. It's ok if it runs out before you actually kill the boss. That means you only have to have a second or two left on your access to pull it off.
