Whoever said you can't farm portals in brackenbridge..... Proof right there :)

I think they meant the actual brackenridge where you fight Jarl, not the entire brackenridge set of maps, Lol.

They said "areas near brackenridge area" wich prolly just applies for the maps before Jarl. Yes, GoldMine is the first area where you can get portals.
You can farm portal brackenridge gold mine and above
