So if I use a Phoenix Bow with lvl 73 Flying Helm and Armour, I get a set bonus and the set effect?

Yes, but the set effect is flying set effect, not the crafted set effect

Set bonus is like the normal flying, I'm pretty sure they said last time when they first released the "Elite" weapons during humania cap they wanted to make set bonus with normal uncrafted too but idk What happened.
