Why cant i purchase access?

Probably cause you already have the free version of the elixir.

What did you try to purchase?

You already have the acces, just walk to the portal and enter it

[Sceazikua]

Its a known bug. You need to go to elixirs tab in your character screen and remove that free access, then you can purchase a new one.
