Special Effects on New Vanities of each class

1. The frost should come out of the vanity
2. Enemies have 5% chance to freeze when fighting with the guy who have new vanity
3. 4% chance to get reroll

Hehe, I wouldn't mind particle effects that can be added to vanities that would make them ultra unique, but stats will never be added!
