The CoP and 76 eye makes two caps for elite ring

I would guess he had a dingy crown in his stash crafted it on his rhino and caped at 76 which allowed for the 2 peace ring.
Other pros might b able to elaborate more

Its not tradable, but the items like ruby, and gold plating which are used to craft it, are tradable. Even if you have those you can't get cop, dingy crown is a must have.

Just to make it clear: today, you still can craft either l56 Dingy Crown of Persistence (purple l56 helm) or any of already crafted l56 Crown of Persistence (Fortified, Enchanted, Customized) (pink item) into vanity version without ANY other needs for crafting materials. You only need to have one of those (all not tradeable), place it on any character and bring to Fallen Prince in Nuris Hallows. He will remake you sratd helm into vanity CoP, which is taken as one level cap vanity to award elite ring (even if the character you craft it on has not l56 cap reached). Crafting also stick the CoP on current character so its no longer stashable.

Crafting materials Ruby Gem and Fine Gold Platting were used to craft Dingy into pink Fortified/Enchanted/Customized CoP before Nuri expansion. As far as I know, there is no longer any use for those today.
