The OP does not realize that there are many instances of each town. If you had left and rejoined Frozen Hope, suddenly there would be people there. This happens sometimes when the previous instance is full and you join, you are the first one to join a new instance of the town. Usually more people follow you and join, but sometimes you joined at the peak, and then people from the previous instance start emptying out and then nobody joins your instance. So you are left alone. This tends to happen more if you stay online in the same town for a long time.
