Do they gain power as leveled up? And for stun ones, do they affect their level and lower only?
(By power I mean duration usefulness etc.)

Yes the arcane abilities become more effective the higher the level, depending upon the ability. Stun for example will remain in effect for a longer time or more enemies at one times, etc.
