Level 1 of rage is stronger than ranks 2 and 3 (I did not test ranks 4 and 5 but for a free respec I will). This has been observed in the skill description and also on the character sheet after using the skill. Currently the player is significantly punished for ranking up from skill level 1 to 2, resulting in either reduced combat efficiency or spending of money on a respec.
