Golden cookie either gives you cookies, or it gives you a clicking frenzy, which does 7x CpS for 77 seconds. The game was broken before the patch when the golden cookie gave 7x CpS for 777 seconds, instead of 77.

What you saw was one of Tony's many twins who agreed to play as the real tony while tony actually was stolen by Reun and incinerated then he danced on Tony's ashes with an evil laugh and told me dudetus sucks and so does tony. I tried to stop him but i was too late and it made dudetus quit PL and he went to play SWtOR while he raged about how tony is gone forever.
