Chicken made a thread about this:
http://www.spacetimestudios.com/showthread.php?114190-Rhino-and-Fox-Teleporting-quot-skill-quot&highlight=teleporting+skill
And so did I:
http://www.spacetimestudios.com/showthread.php?125931-Infinite-Range-in-PvP

Basically (from what I've concluded) is when a rhino (or theoretically a fox) uses their jump skill, the game fails to move the avatar of the rhino, making it seem like the rhino has not moved. In reality, the rhino has moved into range with the charge skill. But the game hasn't acknowledged that the avatar is still in the same place.

I think the reason why you can't hit them back is because the game measures the distance from you to the visual avatar, rather than the distance from the real rhino, and decides whether you are in range or not based off of your position relative to the avatar.

Not sure if the links work, or if my post made any sense.
