Questions about L.31 PvP

Just wanted to find out more before I consider leveling my L.27 Mage up to L.31 (:

So basically, I just wanted to know whether L.31 PvP is active and the guilds that I should look out for and try to join so as to blend in more with the surroundings.

Hope to get some info from people that have attempted PvP at this level bracket.

As far as i know lvl 31 is dead. Have tried it on my alts a few time and no ones there. Think you would do better to stay at 27.
