When my ping is fine its normally doubt digit greens. That seems normal.

my ping is always at 400-700 cuz I'm living in asia and I think its a discrimination xD x)
so we need to place the game server(s) at asia

Ping is 192 - which is pretty good on my iPhone 5S.

I'm willing to bet it's either your service provider or router. What kind of home internet are you running? It sounds like a lot of internet packet clash to me.
My ping always tends to stay at around 200-300 with rare drops to 150. I have never seen a 2-digit ping ever. I never have any problem with dc'ing or lag unless my data usage hits a certain point in a month. Then i can barely do a map without it spiking to 150k+

Comcast 50 MBps. I also use the built in wifi since I get better pings on that than my linksys 4200.

Mine too today's update made it red ping it was green about 200-300 before

I've always been fine with 250-300; the few times it went lower I didn't really see any difference. And yeah zeus, you know what server maintenance is so of course it helps with latency issues.
