You can still buy it. Both armor and vanity are in auction regularly. No reason to bring it back.

These items were available for only a specific level cap (21) and will not be brought back (at least permanently).

The blacksmiths of the land of Arlor can no longer create Commando Set, existing blacksmiths' ancestors failed to passed down the art.
