Not Capping Before Expansion

What happens to the experience I have accumulated at level 35 if I don't make it to 36 before the expansion? Thanks in advance for any information.

Nothing. you just wont be able to receive the Lvl 36 elite banner :)

If you have accumulated 16k/26k xp to level 36, after the cap your xp will become 1600/2600 :)

Pretty sure it's what Killer said. In PL you could cap like 50k/100k and then if you didn't get anymore, you'd be halfway to the next level, which was like 4k/8k.

Your accumulated experience remains proportional before and after the expansion. If you have 13,000/26,000 (50%) experience before the cap is raised, you will have 1,300/2,600 (50%) experience after the cap is raised. If you have 6,500/26,000 (25%) experience before, you will have 650/2,600 (25%) experience after.

A little tidbit about the innards of the game, for those interested in that sort of stuff.

We don't actually store how much XP you've accumulated in the DB. We just store in the DB the fractional level you are at. Your fractional level increases as you accumulate XP in the game, based on the static XP progression table currently active. When your fractional level reaches 1.0, you increase in level, and the fractional level resets back to 0.0. We use your fractional level and the currently active static XP progression table to calculate and display your XXX / YYY XP requirement in-game. So when there's a new level cap, we just release a new static XP progression table, and use that + your saved fractional level to display the new XXX / YYY XP requirement in-game.

Also as mentioned the banner is your reward for capping your toon within a season. Is it a big deal? Depends on how much you like to show off.
