Sam just said end of the month. Assume the announcement will come the weekend before, and the expansion will be live sometime in the following week.

The date will be 27th or 28th as it has to released in the month of Feb and after contest as Feb has 28 days only it will be 27th or 28th :p

27th because all the expansion so far has being on Thursday apparently
