I think what H2N is trying to say is that VIP crates are given out by the STS team for varying reasons, but just spending a lot of plat is not one of them. Sorry guys. ;)

They have also given VIP elixirs before. In PL, some players were given a VIP elixir that granted 2x xp for a week.

Oh yeah, the elixir went to every character on the account.
