I think the spotlight was actually intented to be a way to shoutout to another member of the community, rather than a contest, which is why it's stickied in general discussion, not contests...

For example, I saw your video (I forgot to say great job! Looks great, make more lol), and I think it should be "put under the spotlight" for the community to see. So, instead of putting my own entry in the spotlight, I put yours in. The devs treat it exactly as if it was you who entered it, and if they deem it the best, you win the prize.
