How do you get into camp boulder? I go over to the air balloon and there isn't any options for me to pick, I have all the Norde maps unlocked too.
You need one of the Camp Boulder daily quests active.

In stronghold at the far left there is a passage, can't explain in detail but it's easy to find

Talk to the Yodeler in Stronghold. I believe the quest activates after you defeat Alpha Wolf but I can't remember.

No, I think all you have to do is kill Alpha Wolf and then it'll be unlocked, and you can go there without the quests. You gain no xp from the place. Only means of xp there are from the quest, which requires you to kill 200 frost. I recommend to stop doing at 26, and farm Shuyal, xp gains are higher there
You can also join someone who is already in camp boulder. That's how people lower than lvl 23 got in.
