I many threads when they talk about the level cap, they write a level higher in parenthesis
Ex: to get to level 30 (or 31)
And then they mention elite players
Are they saying that these elite/premium accounts can be one level above normal cap?
If so, how can i get an elite account?

You are offered to buy a premium account when you make your character (its a starter pack). The premium account grants things that you can already buy IG, but with a lower price, as a bundle. It includes auction slots, inventory slots etc. There's no difference what so ever between a premium account or a normal account.

Really? I haven't noticed, then the current cap is 51 (I have a lvl 50 character).

The Devs define it like this:
50 the normal cap
51 Elite cap where you have to grind quite a big amount of XP from lvl 50.

That explains a whole lot. Thanks, thought that Elite cap meant "the cap for Elite players".

Nope but we do have a elite map or something like that... They're super annoying to play in... ugh you can't use stims and i believe they have better armor and damage than normal maps right (correct me if I'm wrong) but you can enter this elite map at level 46 or so (once again correct me if I'm wrong)

That elite map can be accessed by any player using 5 plats.
It's called : STS25
