You farm it in the red dragon slayer dungeon. It's only accessible to level 76's.

It is very cheap but if you can't afford, just farm it at Dragon Slayer Map like Troncaat said. You will find it there!

I would suggest buying it. Farming it can take anywhere from a couple runs to 50 runs at slayer, if you're lucky at that. Just farm Plasma pyramid to make the 35K for one. Or, HMU if you see me on in game, I have 4 left over from my slayer runs. I'll give it to you. IGN Istaff
