Need Help Deciding My fellow gamers...

I'm building a twink and I want a VERY competitive and player filled lvl range.

So I was looking at twinking @lvl21 or @lvl25-26. I've twinked @lvl15 and have to stand around very long sometimes to find matches. I'm looking for advice on what ppl think is the highest populated player lvl for pvp (besides 36).
I've done research and seen 3 main guilds @lvl21 Ballistic,RnL and Rebirth but I haven't seen anyone talk about guilds @lvls 25/26. Please help, I really enjoy pvp and what to join the level that most players compete at in either lvl21 or lvls25/26 range.

Like merrrrrrrked said, 25/26 is pretty much fun. There are two main guilds in lvl 25/26(27), Decimination and Blacklisted. These two guilds are very competitive with each other. Im on decimination guild btw. And i can say were having a 5v5 almost everyday.

Yes I agree 25/26 is very fun but it's similar to LVL 8 where god army and ET fight all day (if things haven't changed).

Ive heard from many people that 21 is dying out, but you'll have to confirm that with someone who is LVL 21

21 is not dying but a lot of lv21 twink lvl up to 23 bcoz thats the only way to win :p

I have been doing 26 for about a month or so and i am very bored of only two guilds ganging and spot blocking with rare 5v5s. I have gone back to endgame and it only took a month if that helps you make a decision.
