WHats the most populated/competitive pvp player level? Lvl21 or lvls25/26? Also what r the guilds names in lvl25/26... I've seen the guilds in lvl21..

I haven't twinked much but I believe level 10 is very competitive, cost quite a bit to get good gear but is very populated with lots of guilds to join.
