Lvl 15 and lvl 19

I was making a twink when i came by a lvl 15 wizards sorcery cap. Afterwards, i bought a lvl 19 wizards sorcery cap. The stats are the EXACT same, but yet, when i have lvl 15 equipped and "highlight" lvl 19, it says +1. I equip lvl 19, and my armor goes up by one. Is this on purpose?

They have fractional stat differences.

They have less the one stat differences, but more than 0 so it has a different sign.

Hmmm, maybe it means point one......not sure actually.
