Grimm passive ability question

I just bought Grimm, leveled it to 35 and noticed that -20 to all stats debuff applies to mobs too. Do mobs have Str, Dex, Int stats or debuff applies in some other way than it applies to players?

I bought it for PvP. And I didn't ask for such recommendations. Talking about it's use, it is good only at 30+ because he gets an ability to reduce hit by 35% and all stats by 20, I don't see any use of it in low-level PvP.

Same as players. All mobs and bosses have the three main stats.
