I'm afraid to say that this won't be possible. I might be wrong but the most intelligent way is to ask a moderator or seek help from support:http://support.spacetimestudios.com/ Don't get your hopes high though as this is highly unlikely to be allowed.
STS will not de-level a character

Leveled down? Just go to options>social options>check negative xp.

Email STS, if it is a few levels, STS will level it down for you.

We don't offer a service to de-level characters. Sorry.
Additional character slots are available for Platinum or Story Tokens, if you want a character at a specific level.

If you've seen people who are at a lower level than you remember, it's because they started over. According to my sources, STS used to offer a de-level in Pocket Legends a long time ago. Now, they dont anymore.

In fact I got leveled from 17 back to 16 after sending a request to support. I haven't spent any skillpoints and was just a few XP into 17 though.
On December 13, 2013.
I dont see why STS would de-level people. It would allow people to reach the cap, get all the acheivements, and then ask to be de-leveled so they can become a twink....

Sources? Lol yes sts used to de level 1 level. That was because in pl people make some twink righr on the xp mark and may accidentaly go over so they asked to roll back a level. Im sure sts still does it but have to be one them big ol fancy people

STS only allow level down by 1. ex if you're level 17 you can level down to 16. 11 to 10.
Just email STS and wait for their response.

Ive seen a lvl 2 with the [Hero of Legend] title. They just stashed the mythic armor from a different character and picked it up on that character.

dsnt work. i can stash my armour and put in in my lvl 1 toon....but same as other weapons...lvl is not the same as urs so u wont be able to wear it

Well that doesnt make sense then. The acheivement says "acquired the restored hero's armor", meaning you just need to have it, but apparently it doesnt work. So If STS does actually de-level a character up to one level, then why would someone lvl 2 or 26 have the title? Can a mod or dev clear this up? This thread is becoming a headache.

I have used rogue's mythics to give Hero of Legend title to my lv16 sorcerer. You simply need to have both pieces in inventory (at the same time).
Obviously only works with toons on same account, because the upgraded mythics can be stashed but not traded.

In fact, support de-leveled my twink back down to 7 because I accidentally leveled. Many of my friends have done the same and also got de-leveled.To answer your question, yes they still do.
