How do you unlock bard quests?

I decided to make some toons with cool names for fun and they are all lvl 1. I reached travelors outpost but the problem is that I want to do bard quests but the one in outpost and windmoore tavern aren't singing me songs! How do I make them sing?

You need lvl2 if I remember well for bards quest.
