It might be achieved by stashing the Upgraded Mythic Set, and mailing it to your other character and then you'll probably get the title. Well, That's my perspective.

You can get it on Level 1 also. Its a loophole where if you stash the upgraded mythics for ANY class and then put it in that persons inventory they will automatically get the Hero of Legend title along with 400AP.
