They used to be available from locked crates but now they are discontinued . They're still cheap in the CS.

it means they're no longer receivable through lock grand crates (as that was the only way you could get them) however you could buy devourer gear through auction house/other players through trades

Discontinued* Means that you cannot loot them by any means, the only way is trading/buying them.
