I tried at both level 40 and 41 and all I could get was level 36 too. Definitely something wrong here. Total waste of plat.

I popped some now on lvl7, these are fine lvl7.
What makes me angry, i could always make good money by cap fast and sell max lvl crate gear, now i got the most worthless lvl36. Can they covert my just looted exp potency bow to lvl41 what you think?
Or should i start selling them in inventory.

It would be a logistical nightmare to sort out which items were looted by whom and what level the player was at when they opened.

Yeah I'm pretty upset I popped 50 crates before I noticed what a waste...
