Levels cap for pvp a glitch?

Was just wondering how a level 41 can join a level 39 ctf?? Isn't it supposed to be lvls 40 and 41 be in one map, 39 on another? Idk, please say your thoughts =>

No, if a L40 made a game (first one to join) it would scale to level 40 and both 39 and 41 could join.

Hmmm i never had a twink so idk, thanks xeno. Is this how it is even for low levels? Hmm, then it would'nt be wise to stay 39 then, ill just level to 41.. But this never happened during last season for levels 34-36.. Or at least i never encountered any.
